Description:
SCOPE OF SERVICES
Food Stamp Claims (FSC) and the Office of Food Stamp Fiscal Operations (OFO) currently fall under the umbrella of The Office of Support Services. FS Claims Development Teams located at 94/98 Flatbush are responsible for the evaluation of all potential food stamp overpayments and if appropriate, the development and forwarding of all claims packets to the Office of Fiscal Operations (OFO) for establishment and data entry.
The Office of Fiscal Operations reviews the claim packet for accuracy and ensures that the proper documentation is included to support the integrity of the claim. OFO is also responsible for establishing the claim in WMS. Food Stamp Claims is also responsible for monitoring the evaluation and processing of Potential Overpayment for NPA centers.
MIS is developing a web-based application "Food Stamp Claiming and Recoupment System" which enables the FSC unit and OFO unit to evaluate potential overpayments and process recoupments. In the first phase, the system is designed to handle Public Assistance cases. The second phase includes NPA - Food Stamp Only cases. The will interface with WMS, NYCWAY, EDW to retrieve information regarding household composition, income and budget details, benefit issuances, wage reporting. The data captured from various sources is then analyzed against the Food Stamp regulations to review potential overpayments. Additionally the system will create an electronic packet to support the analysis and its results. The system once fully implemented would also eliminate some of the backlog, which currently exists due to a lack of integration of data from various sources and extensive manual analysis.
Additionally, system will then be expanded to include WMS-SDX data required for processing; Budget summary reports and client notices from WMS and CNS, POS related case information. The ability to scan paper documents received from client's employers and add to the case electronic folder, build a data connection between HRA and Work Number from TALX corporation to electronically communicate and verify the employment and income information of applicants, system interface with WMS to have the ability to automatically update WMS with recoupment information; thereby eliminating manual data entry and systems toggle, build functionality to be able to recreate budgets for the overpayment period based on revised case information.
